Would the USSR defeat the US in an atomic battle?

Everyone in both contries would be dead it's called MAD mutually assured destruction. The reason one side didn't want to launch nukes was because they would be destroyed by the other side. No mater what you loose. We won the cold war because we had a less corrupt government, we had more money, and resources. Ther was no way to win with bombs.
