Is a Juris Doctorate Degree considered a Graduate Degree?

In the US, it's considered a professional degree - you need to pass a certification test (the bar exam) to work in the field. It's somewhere between a masters and a doctorate, but since it doesn't require original work it's not a true doctorate, even though it has it in the title.
