My wife's 2003 Kia Sorento wont start. It won't even turn over. Is it the alternator or the starter?

We went to start the car and nothing happened. the radio and everything electrical starts but the car doesn't make a sound as far as turning over. there is juice in the battery. i just need to know if it could be the alternator or the starter.
