Why do atheists accuse us Christians of using the No True Scotsman fallacy concerning prison population?

I've never heard anyone make that argument. But I guess the context would be: you are using behavior to invalidate religious status. (Some) atheists are saying that Hitler, or Stalin, or Pol Pot didn't happen to be atheists. They are NOT saying that "no true atheist would ever do that."
