Why doesn't the SEIU go to Cuba and organize the Cigar industry?

There's plenty of hotels, industrial laundries, and security firms right in the U.S.A. whose owners need to learn that little suggestion "Thou Shalt Not Steal" and offer their employees a fair wage and benefit package.
